Overview
Background
The Biosolids Annual Report Bulk Download, available through EPA’s ECHO website, provides public access to annual reporting data submitted by regulated facilities to NeT, under the Clean Water Act (CWA) Biosolids Program.
Under EPA regulations (40 CFR Part 503), facilities that generate, treat, or use sewage sludge (biosolids) - such as publicly owned treatment works (POTWs) and other permitted entities - are required to submit annual reports documenting how biosolids are handled, treated, and disposed or beneficially reused. These reports help ensure compliance with environmental and public health standards governing biosolids management.
The Biosolids Annual Report Data Download compiles this information into a national, standardized dataset that allows users to access reporting data across facilities in a single download, rather than querying individual records.
Regulatory Requirements
Under 40 CFR Part 503, the EPA established a regulatory framework governing how biosolids are managed and disposed of. The rule covers sewage sludge that is applied to land, incinerated, or placed at surface disposal sites, and sets standards for pollutant levels, pathogen reduction, management practices, and monitoring and reporting obligations. It applies broadly to anyone involved in preparing, land application, or incinerating sewage sludge, as well as owners and operators of surface disposal facilities.
As part of these requirements, regulated facilities must submit an annual Biosolids Annual Report to the EPA or the state agency authorized to oversee the federal NPDES biosolids program. The following regulated entities that are required to submit this report include:
- Class I sludge management facilities;
- Publicly Owned Treatment Works (POTW), as defined in 40 CFR 501.2, with a design flow rate equal to or greater than one million gallons per day; and
- POTWs that serve 10,000 people or more.
The Biosolids Annual Report serves as a record of the steps taken to protect public health and the environment by addressing pollutants and pathogens that may be present in sewage sludge and biosolids. As part of this process, representative samples must be collected and tested from sewage sludge that is land applied, stored at surface disposal sites, or processed through an incinerator. All facilities that are regulated by EPA for the Federal biosolids program (40 CFR part 503) must use the NPDES eReporting Tool (NeT) to electronically submit this annual report. The following states are not currently reporting data to NeT-Biosolids: Idaho, Michigan, Ohio, Oklahoma, and Wisconsin.
Dataset Description
This zipped collection of CSV files represents the Biosolids Annual Report data that were submitted to EPA through NeT. The CSV files below are organized by how information is presented on the ECHO Biosolids Facility Report. The tables below provide the corresponding name of each data field as it is presented on the Biosolids Facility Report.
Key field columns (names starting with "__KEY" and shown in bold below) are present in each CSV file and may be used to join and relate data between files.
