
Facility and Tribal Spatial Download Summary
Download facilities nationwide that are located on or near (within 25 miles of) tribal land. These associations are based on EPA comparison of the facility locations in its Facility Registry Service (FRS) to the U.S. Census Bureau 2016 tribal boundary layer data for tribes in the lower 48 states and Bureau of Land Management Alaska State Office data for tribes in Alaska.
Facility and Tribal Spatial Download Summary Description
The Facility and Tribal Spatial data download includes a ZIP file containing a single .csv file that provides linkages between facilities on or near spatially derived tribal boundaries. This includes Indian countries and Alaska Remote Villages.
The primary source for the facility location data is the Facility Registry Service (FRS). If there is no location available in FRS, the Integrated Compliance Information System (ICIS) is used. ECHO uses the facility latitude/longitude data to spatially associate facility locations on or within 25 miles of a tribal boundary.
Data Quality Caveat: EPA makes no claims regarding the accuracy or precision of data concerning Indian country locations or tribal boundaries on the ECHO website. EPA has simply attempted to collect certain readily available information relating to Indian country locations. The associated dataset contains information on the following tribal categories: Alaska Native Villages, American Indian Reservations, American Indian Off-reservation Trust Lands, Oklahoma Tribal Statistical Areas, and Virginia Federally Recognized Tribes .Questions concerning data should be referred to the originating program or Agency which can be referenced in EPA’s Shared Enterprise Geodata Services (SEGS) metadata files located on the Guidance for Using Tribal Boundaries, Areas and Names Resources page. The Indian country and tribal boundary locations are suitable only for general spatial reference and do not necessarily reflect EPA's position on any Indian country locations or tribal boundaries or the land status of any specific location. The inclusion of Indian country information on the ECHO website does not represent any final EPA action addressing Indian country locations or boundaries. This information cannot be relied upon to create any rights, substantive or procedural, enforceable by any party in litigation with the United States or third parties. EPA reserves the right to change information on ECHO at any time without public notice.
Boundaries for both American Indian Reservations, American Indian Off-reservation Trust Lands, and Oklahoma Tribal Statistical Areas were collected from the U.S. Department of Commerce (USDOC), U.S. Bureau of the Census (Census Bureau). Originally reported by federally recognized tribal governments, these boundaries were updated by Census Bureau through the Boundary and Annexation Survey (BAS) on May 1, 2024 (American Indian Reservations) and April 15, 2024 (Alaska Native Villages, Off Reservation Trust Lands, and Oklahoma Tribal Statistical Areas) respectively. Virginia Federally Recognized Tribes contains point data for tribes geographically located in the state of Virginia, corresponding with the administrative boundaries of EPA Region 3. These tribes are federally recognized, but do not currently have land in federal satus. Locations are based on mailing addresses for each tribe provided by the EPA Region 3 Tribal Program Coordinator to the US EPA Office of Mission Support on May 5, 2021 and remain current as of April 15, 2025.
Of these tribal entities, Alaska Native Villages, Alaska Native Allotments, American Indian Reservations and American Indian Off-reservation Trust Lands represent legal entities. In context, “legal entities” does not speak to the legal status of feature class boundaries associated with these data. They do not constitute a determination of jurisdictional authority or rights of ownership or entitlement and are not legal land descriptions. These data may only be used for statistical collection and tabulation purposes. Oklahoma Tribal Statistical Areas are considered statistical entities, meaning that they are collected for statistical or tabulation purposes. Note that due to a recent Supreme Court decision, Oklahoma Indian country boundaries are in a state of flux. Changes will be incorporated in future dataset iterations.

Data Element Definitions
Definitions are listed in the order presented in the data table.
FACILITY_REGISTRY_ID
The Facility Registry Service (FRS) ID of the facility. FRS uniquely identifies a facility by assigning an identification number (FRS ID), and uses this FRS ID to link together regulatory program database records (such as permit IDs and facility IDs that facilities uses in reporting to the EPA).
FACILITY_NAME
A field that contains the official or legal name of the facility in FRS.
FACILITY_ZIP_CODE
A 9-character field that contains the U.S. Postal Zone Improvement Plan (ZIP) code for the area in which the facility is located, in FRS.
FACILITY_STATE
A two-character field that contains the state postal abbreviation for the state in which the facility is located, in FRS.
FACILITY_LOCATIONAL_DATA_SOURCE
The source dataset of the location data (zip code and state) for the given facility. This represents the FRS "best pick" location.
RESERVATION_NAME
Name of the Indian country or Alaska Remote Village that the facility is located on or near.
TRIBAL_NAME
Name of the Tribe that the facility is located on or near.
EPA_TRIBAL_ID
EPA code which represents the Indian country or Alaska Remote Village that the facility is located on or near.
FACILITY_DISTANCE_TO_TRIBE_MILES
The distance, in miles, that the facility is from the boundary of the Indian country or Alaska Remote Village. This field is derived in ECHO. Facilities located within tribal spatial boundaries are indicated by "0" miles.
IN_INDIAN_COUNTRY
A value of "Y" indicates the facility is in Indian country, while "N" indicates the facility is not in Indian country. ECHO derives this field based on FRS and ICIS. The ICIS value is used if the FRS value is null. A value of "N/A" (Not Available) or null indicates this information is not maintained in either program data system.
