Facility Documents Report Help

The Facility Documents Page presents available enforcement and compliance documents from several EPA sources for a selected FRS ID. 


General Overview 

The Facility Documents Report is organized into two sections, Facility Summary and Documents:

Facility Summary 

This section presents a general, high-level summary of the selected facility including basic information and regulatory interests (e.g., facility address, industries, and other program identifiers). 

Documents

This section describes the available documentation for the selected facility, from statutes including the Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), and the Safe Drinking Water Act (SDWA). These documents in the table can be sorted and filtered to provide documentation about one statute.

You can access the report anywhere the "D" is present, including in the Reports column of the Results table from a Facility Search or in the Related Reports in the Detailed Facility Report.

Data Dictionary 

Facility Information 

Facility Information included in this section is associated with a particular FRS ID. FRS links together all regulatory program database records (such as permit IDs and facility IDs that facilities use in reporting to EPA).

Facility Name

Company or permit holder name, as maintained in FRS. The facility name may differ across EPA databases due to differences in reported information, change in ownership, use of parent or subsidiary name, etc.

Facility Address

Street address, city, state, and zip code where the facility is located, as maintained in FRS. Certain data systems also maintain mailing address information, which is not used in this report. The street address may differ across EPA databases due to differences in reported information (e.g., use of mailing address), change in ownership, use of parent or subsidiary address, etc.

FRS ID

The identification number that is assigned to a facility by FRS to uniquely identify a facility site.

EPA Region

The EPA Region where the facility is located. EPA has 10 regional offices that execute programs with several states and territories.

Latitude/Longitude

The facility or permit holder's latitude and longitude coordinates (NAD83 coordinate system).

Locational Data Source

The source database of the facility's latitude and longitude location data. Coordinates from FRS are typically shown. If the coordinates are unavailable through FRS, the program system locational data are shown (converted to NAD83 as needed).

Industries

The description of the first 3 digits of the 6-digit NAICS code associated with the facility. NAICS codes may differ between program data systems, so the NAICS description is chosen from one data system in the following preferential order: TRI, GHG, ICIS-Air, RCRAInfo, ICIS-NPDES. If no NAICS code exists, the SIC description is displayed. This field may be blank if there are no NAICS or SIC codes associated with the facility.

Indian Country

"N" indicates the facility is not in Indian country, and a value of "Y" indicates the facility is in Indian country according to EPA's Facility Registry Service. A value of "N/A" (Not Available) indicates this information is not maintained in the program data system. Indian country is defined by statute 18 U.S.C. 1151 and includes all lands within Indian reservations, dependent Indian communities, and allotted lands.

Regulatory Information

For each of the following four environmental laws, key identification information is displayed for the facility where applicable:

  • Clean Air Act (CAA): Facility activity, ICIS-Air ID, and operating status (e.g., Operating Major PA000000006))
  • Clean Water Act (CWA): Major/non-major status, permit status, and NPDES Permit ID(s) (e.g., Major, Permit Effective (DC0000019, DC0000018))
  • Resource Conservation and Recovery Act (RCRA): Facility activity status and type and RCRA ID (e.g., Active Small Quantity Generator (WA000000009)
  • Safe Drinking Water Act (SDWA): Owner, Primary source water type, system type, facility activity status, and SDWA ID (e.g., OWNER: Private SOURCE: Ground water TYPE: Community water system, Permit Active (CA1000267))

Related Reports

If the facility has any related reports available in ECHO, the Related Reports section will provide hyperlinks to all available. If multiple reports are available for a particular report type, clicking on the report hyperlink will open an overlay window with hyperlinks to choose from. View Envirofacts Reports

Provides links to EPA's Envirofacts website for additional information related to FRS, NPDES permits, and TRI facility and pollution prevention information. Note that by navigating to Envirofacts, the user will leave the ECHO website.

This section provides links to download available documents and their metadata for the selected facility. 

Use the filters above the table to narrow down documents by a particular statute. 

Facility Documents Table

The Facility Documents Table presents information on available documentation for the selected facility, as well as opportunities to download the files.

Statute

This column associates documents with applicable environmental laws:

  • Clean Air Act (CAA)
  • Clean Water Act (CWA)
  • Resource Conservation and Recovery Act (RCRA)
  • Safe Drinking Water Act (SDWA)
  • Emergency Planning and Community Right-to-Know Act (EPCRA)

Program

This column displays program identification information within an environmental statute, where available.

Type

Classifies the documentation. Depending on the source, document types can range from compliance and enforcement related information in response to facility violations, to inspection information, notification of discharge, or other relevant information reported by the facility to the EPA.

Facility Identifier

The facility identifier presents information about the facility that is specific to each statute. It is different from the FRS ID because there can be several identifiers for each facility, depending on which statute the identifier is addressing.

Title

This column displays the title of the document.

Document Date

This column displays the date of the document.

Source

Identifies the source system where the document is stored and originated. Documentation is currently available from the following sources:

  • The Compliance and Emissions Data Reporting Interface (CEDRI) allows for the electronic submission of Performance Tests, Notifications, and Periodic and Information Collection Reports to the EPA. For more information, see WebFIRE.
  • The Compliance Assurance and Enforcement Division Document Repository (CAED) contains inspection records, enforcement actions, and environmental assessments (EAs) and environmental impact statements (EIS) under National Environmental Protection Act (NEPA). Currently, documents are limited to EPA Region 6.
  • The Enforcement and Compliance Document Repository includes documents from EPA inspections of facilities, including reports on inspections, as well as information and formal enforcement documents relevant to the facility.
