ECHO data are initially aggregated at the state, county or zip code level when viewing results with the interactive map. The level of aggregation is dynamically scaled based on the number of results returned to maximize the number of points on the map. The following counts are provided:

Some Clean Air Act data are incomplete, as some states are still establishing complete data transfer connections to the data system of record.
The search results present data from several EPA data sources. Read About the Data for more information on each data source and when the data were last updated in ECHO. See the Known Data Problems page for important notifications about data quality.
Data fields included in the search results are described below. The results table column name is listed in bold and the data download file field name is listed [within brackets in italics].
Facility Information
Key Terms
"Violation," "noncompliance," "significant noncompliance," and "high priority violation" are all terms used by the ECHO website to describe the facility’s status in regard to compliance with the law. In many cases, these terms reflect determinations made by EPA or states when conducting inspections or reviewing facility self-reports. These determinations assist the government in tracking resolution of violations through the enforcement process and do not necessarily represent a final adjudication by a judicial or administrative body. In such cases, these characterizations should be considered alleged violations.
Company or permit holder name, as maintained in ICIS-Air. The facility name may differ across EPA databases due to differences in reported information, change in ownership, use of parent or subsidiary name, etc.
A unique ID assigned for each record/permit/site/facility within ICIS-Air.
Graphical indicator denoting whether geographical data required to map a facility are available. A gray pin denotes a facility without valid spatial coordinates.
Street Address (Address, City, County [Program System], County [FRS], State, and ZIP Code) [AIRStreet, AIRCity, AIRCounty, FacStdCountyName, AIRState, AIRZip]
Street address, city, county, state, and ZIP code where facility is located, as maintained by each data system. Certain data systems also maintain mailing address information, which is not used in this report. The street address may differ across EPA databases due to differences in reported information (e.g., use of mailing address), change in ownership, use of parent or subsidiary address, etc. The search logic includes results that match specified address criteria in any source database. The address displayed in the search results table reflects information in the ICIS-Air database.
An agency-defined two character code identifying the local district or other agency (including regions of state and tribal agencies) primarily responsible for compliance and enforcement.
Facility Information included on this page is associated with a particular Facility Registry Service (FRS) ID. FRS uniquely identifies a facility by assigning an identification number (FRS ID), and uses this FRS ID to link together all regulatory program database records (such as permit IDs and facility IDs that facilities use in reporting to EPA).
An indicator of additional ECHO reports that are available and accessible by clicking on the corresponding icons. The Reports Legend provides descriptions of each report icon.
The EPA region where the facility is located. EPA has 10 regional offices that execute programs within several states and territories.
The facility owner/operator type. A facility owner/operator type may include:
- COR - Corporation
- CNG - County Government

Indicates the federal agency, as classified in FRS. Federal agencies are installations that are owned and operated by the U.S. government.
Indicates the name of the federal agency, as classified in FRS. Federal agencies are installations that are owned and operated by the U.S. government.
The 8-digit Hydrologic Unit Code (HUC) of the watershed in which the facility resides. A HUC number is assigned to every watershed in the nation and uniquely identifies the watershed.
The Federal Information Processing Standards (FIPS) code to identify the county that a facility is located in.
A "Y" is displayed for facilities within 100 km of the U.S.-Mexico border.
Indicates the facility’s or permit's primary Standard Industrial Classification (SIC) Code. The SIC code describes the primary activity of the facility. The first two digits in the code define a major business sector; the last two digits denote a facility's specialty within the major sector. SIC Lookup.
Indicates the facility’s or permit's primary North American Industry Classification System (NAICS) Code. The NAICS Code has replaced the U.S. Standard Industrial Classification (SIC) system. The system was developed to give special attention to developing production-oriented classifications for (a) new and emerging industries, (b) service industries in general, and (c) industries engaged in the production of advanced technologies.
NAICS industries are identified by a 6-digit code. The first two digits represent the Industry sector, in which there exist 20 broad sectors. The third digit represents industry subsector, the fourth digit represents industry group, the fifth digit represents industry, and the sixth digit is U.S., Canadian, or Mexican National specific.
Displays the latitude and longitude of the facility or permit holder as maintained in the program data system.
A code used to identify 1) the regulatory air program(s) that applies to a particular plant or point, and 2) the regulatory air program(s) authorizing and associated with an action taken by a local, state or federal regulatory agency. Programs include:

Facilities with Clean Air Act IDs specified by Maximum Achievable Control Technology (MACT) Subpart.
Indicates whether the site is active or inactive. CAA program status codes for each source ID: Operating, Planned, Under construction, Temporarily closed, Permanently closed, and Seasonal.
The program office defines each CAA Source ID and the associated permits as being Federally Reportable or Non-Federally Reportable. Under the CAA, federally reportable source include majors, 80% synthetic minors, synthetic minors, NESHAP Part 61 minors, minors with an unresolved High Priority Violation (HPV), with recent enforcement action, or included on a Compliance Monitoring Strategy plan.
Lists the specific New Source Performance Standard (NSPS) Subpart for each ICIS-Air ID, as applicable. There are separate columns for Major and Non-Major facilities.
The identifier for the permit in the state issuing agency's system, as applicable. This field is the "Other External Permit Number" in EPA's source system.
Displays the Ambient Monitoring Archive (AMA) site code for the nearest air monitoring station and a hyperlink to the Hazardous Air Pollutants (HAPs) Air Monitoring Station report for that station.
Displays the distance to the nearest station in kilometers.
Regulatory Programs
NPDES IDs [CWAIDs]
A unique ID assigned for each record/permit/site/facility within ICIS-NPDES. These identifiers are for used tracking purposes in the individual data systems.
RCRA IDs [RCRAIDs]
A unique 12-character ID assigned for each record/permit/site/facility within the RCRAInfo database. This identifier is used to track waste handlers subject to the Resource Conservation and Recovery Act (RCRA). The ID may contain both letters and numbers and often begins with the two-letter abbreviation for the state in which the facility is permitted.
RMP IDs [RmpIDs]
A unique ID assigned to each facility submitting a Risk Management Plan to EPA under the Risk Management Plan Rule.
SDWA IDs [SDWAIDs]
A unique 9-character ID assigned for each public water system within the Safe Drinking Water Information System (SDWIS). These identifiers are for used tracking purposes in the individual data systems. The ID may contain both letters and numbers and often begins with the two-letter abbreviation for the state in which the facility is permitted.
TRI IDs [TRIIDs]
A unique 15-character ID assigned for each facility within the Toxics Release Inventory (TRI) program. The format is ZZZZZNNNNNSSSSS, where ZZZZZ = ZIP code, NNNNN = the first 5 consonants of the name, and SSSSS = the first 5 non-blank non-special characters in the street address. These identifiers are for used tracking purposes in the individual data systems.
GHGRP IDs [GHGIDs]
A unique ID assigned for each facility within EPA’s Greenhouse Gas Reporting Program (GHGRP) Emissions Datasets.
EIS IDs [EisIDs]
A unique ID assigned for each facility within EPA’s Emissions Inventory System (EIS) Database.
CAMDBS IDs [CamdIDs]
A unique ID assigned for each facility within EPA’s Clean Air Markets Division (CAMD) Database.

Displays “Yes” if the environmental justice (EJ) indexes are at or above the 80th national percentile for the Census block group that the facility is located in. Displays “No” if the EJ Indexes are below the 80th national percentile. Displays the state percentile for each of the 12 supplemental indexes for the Census block group within a 1-mile radius of the facility.
The number of persons per square mile in the profiled area. The ratio of total persons (displayed in the Total Persons field) to total land area (displayed in the Land Area field).
Percent People of Color is the percentage of the population of the given area that consists of people of color. The field is calculated by subtracting the number of persons who are white (and not of Hispanic origin) from the total persons. This number is then divided by the total persons and multiplied by one hundred to determine the percentage.
Percent Low Income is the percentage of the population of the given area that has an income less than two times the poverty level, based on the 2015-2019 ACS 5-Year Summary.
Statistics are shown for the area within a 3-mile radius of each facility. The radius is measured from the best available lat/long coordinate. Users should be aware that demographic data are derived based upon the reported latitude and longitude of the facility or permit holder. Surrounding populations and other statistics were estimated by retrieving the data for Census block groups within three miles of each facility.
Displays “Y” if a facility is flagged as being located in Indian Country, based on information from the EPA's Facility Registry Service (FRS). Displays “N” if a facility is not located in Indian Country.
Displays “Y” if a facility is flagged as being located in Indian Country, based on information from the EPA's Integrated Compliance Information System (ICIS). Displays “N” if a facility is not located in Indian Country.
Displays “Y” if a facility is located within 25 miles of a tribal spatial boundary as defined by the U.S. Census Bureau tribal boundary layer data for tribes in the lower 48 states and Bureau of Land Management Alaska State Office data for tribes in Alaska. Displays “N” if a facility is not located within or near a tribal spatial boundary. Data Quality Caveat.
The tribes or tribal territories located within 25 miles of the facility's location. EPA compares the facility location in its Facility Registry Service to the U.S. Census Bureau tribal boundary layer data for tribes in the lower 48 states and Bureau of Land Management Alaska State Office data for tribes in Alaska. The tribal boundary locations identified are suitable only for general spatial reference and do not necessarily reflect EPA's position on any Indian country locations or boundaries, or the land status of any specific location. Data Quality Caveat.
Compliance Status
An indication of the facility's recent violation status under the Clean Air Act.
- Current High Priority Violation (HPV): When a source has an HPV, the specific type of HPV will be displayed. If more than one type applies to a source, this order of priority is used to determine which code appears:

- Based on how a state chooses to display FRV date information, violations could be identified by the following (see CAA FRV Caveat below):
- Violation Identified or Violation-Unresolved (for agencies providing an FRV date range in ECHO)
- Violation w/in 1 Year
- No Violation Identified - no violation recorded in the national system of record
CAA FRV Date Caveat: EPA requests state and local environmental agencies provide data associated with Federally Reportable Violations (FRVs) that is thereafter displayed in ECHO. These agencies submit data in accordance with minimum EPA requirements. In so doing, these agencies have varied processes for how they provide such information. To accommodate for this variation in FRV reporting, EPA updated the ECHO display of data to allow environmental agencies to choose to report FRVs consistent with one of the following approaches:
- Agencies use the FRV Determination Date and the Resolved Date to display an FRV date range in ECHO. These include Alabama, Florida, Massachusetts, and North Carolina.
- Agencies use the FRV Determination Date to display in ECHO the date when the FRV was identified. These include all other state and local agencies.
- Current High Priority Violation (HPV): When a source has an HPV, the specific type of HPV will be displayed. If more than one type applies to a source, this order of priority is used to determine which code appears:
Yes: Indicates that the facility has a High Priority Violation (HPV) under the Clean Air Act. The HPV designation typically indicates there have been environmental violations of sufficient magnitude or duration to be an enforcement priority. For information, see the program's enforcement response policy - Air. Removal of the designation varies by program. For the Air program, sources continue to be considered high priority violators until they are in full compliance and all applicable penalties are paid.
No: Indicates that the facility has not been designated as a High Priority Violator under the Clean Air Act in the national system of record.
Count of the number of months in the last three years in which the permit or site is considered a High Priority Violation (HPV) status, as described above.
Count of the number of quarters in the last three years in which the permit or site is considered a High Priority Violation (HPV) status, as described above. A quarter is any of the following 3-month calendar periods: January-March, April-June, July-September, or October-December. Count of the number of quarters in the last three years in which the permit or site has had violation(s) reported. A quarter is any of the following 3-month calendar periods: January-March, April-June, July-September, or October-December. Compliance Evaluations
The number of compliance evaluations under the Clean Air Act, occurring at the facility within the last five years.
The number of days since the most recent compliance evaluation of the facility.
The date on which the most recent compliance evaluation of the facility was completed by EPA or a state agency. This date may or may not correspond to an actual site visit.
Date of Last Compliance Evaluation (EPA) [AIRLastEvalDateEPA]
The date on which the most recent compliance evaluation of the facility was completed by EPA.
Date of Last Compliance Evaluation (State/Local) [AIRLastEvalDateState]
The date on which the most recent compliance evaluation of the facility was completed by a state or local agency.
The number of full compliance evaluations, under the Clean Air Act, occurring at the facility within the last five years.
The number of days since the most recent full compliance evaluation of the facility.
The date on which the most recent Full Compliance Evaluation of the facility by EPA or a state agency was completed. This date may or may not correspond to an actual site visit. A series of partial on- or off-site inspections may have been conducted during the fiscal year as part of this an FCE.

The date on which the most recent full compliance evaluation of the facility by EPA was completed.

The date on which the most recent full compliance evaluation of the facility a state agency was completed.
Partial Compliance Evaluations (5 years) [AIRPartialEvalCnt]
The number of partial compliance evaluations under the Clean Air Act, occurring at the facility within the last five years. The CAA Compliance Monitoring Strategy includes minimum frequencies for compliance evaluations that are recommended for making compliance determinations at facilities covered by the policy. Such minimum frequencies establish a consistent level of evaluation coverage and environmental and public health protection. However, alternative evaluation frequencies may be negotiated with the EPA Regions to enable partner agencies to address important local air pollution and compliance concerns or priorities.
Days Since Last Partial Compliance Evaluation [AIRDaysLastPartialEval]
The number of days since the most recent partial compliance evaluation of the facility.
The date on which the most recent Partial Compliance Evaluation (PCE) of the facility by EPA or a state agency was completed. This date may or may not correspond to an actual site visit.
Date of Last Partial Compliance Evaluation (EPA) [LastDatePceEPA]
The date on which the most recent partial compliance evaluation of the facility by EPA was completed.
Date of Last Partial Compliance Evaluation (State/Local) [LastDatePceSta]
The date on which the most recent partial compliance evaluation of the facility a state agency was completed.
The number of investigations occurring at the facility within the last five years.
The number of stack tests performed at the facility in the last five years. A stack test measures the amount of specific regulated pollutant(s) or surrogates being emitted, demonstrates the capture efficiency of a capture system, or determines the destruction or removal efficiency of a control device used to reduce emissions at facilities subject to the requirements of the Clean Air Act. Refer to Clean Air Act National Stack Testing Guidance for information about how stack tests are conducted for determining compliance.
The number of stack tests with failing results at the facility in the last five years.
The date on which the most recent stack test occurred.
Indicates the result of the most recent stack test (Pass, Fail, Pending, or Blank).
Enforcement Actions
There are many tools available to EPA enforcement and compliance assurance programs. Some tools are used to notify regulated entities regarding potential violations (e.g., Warning Letter, Notice of Non-Compliance). Others are used to advise regulated entities of an impending enforcement action and invite settlement (e.g., Notice of Violation, Show Cause Letter, Pre-Filing Notice Letter, and Notice of Intent to File an Administrative Complaint). Others are the actual enforcement action (e.g., Administrative Penalty Order, Administrative Compliance Order).
Indicates the total number of informal enforcement actions taken against the facility within the last five years.

Indicates the total number of enforcement actions taken against the facility within the last five years. This count only includes enforcement actions that have been entered in the national program databases: ICIS-Air, ICIS-NPDES, and RCRAInfo. Federal CAA and RCRA enforcement actions that have been entered into ICIS FE&C are not included in this section to avoid duplicative counting.
A "--" indicates that the database shows no formal EPA or state enforcement action. “NA” indicates that this measure is not applicable for facilities with no associated CAA permits. Note that enforcement actions that are in process are not publicly available. For more information, continue to check this site for updates (monthly). The relevant state environmental agency also may have additional information. Also note that all violations do not receive formal enforcement actions. Violations that are minor, short in duration, or quickly corrected by the facility may not warrant formal enforcement action.

The total dollar amount of assessed (or final) penalties taken against the facility within the last five years under the Clean Air Act. This count only includes penalties that have been entered in the national program database, ICIS-Air. Federal CAA penalties that have been entered into ICIS Federal Enforcement and Compliance are not included to avoid duplicative counting.
Indicates the date on which the most recent assessed (or final) penalty was taken against the facility within the last five years. This measure only includes penalties that have been entered in the program database ICIS-Air. Federal CAA penalties that have been entered into ICIS FE&C are not included.
Pollutants
Indicates that the facility is within the boundaries of at least one defined Nonattainment Pollutant Standard geographic area where the current status for that area is “Nonattaining”. A “Nonattaining” status indicates that air pollution levels persistently exceed the U.S. National Ambient Air Quality Standards (NAAQS). This does not indicate whether the facility has violated national ambient area quality standards. The facility location is derived spatially based on the facility's geographic coordinates in FRS. For more information, see Nonattainment Areas for Criteria Pollutants and NAAQS Designation Process.
Indicates that the facility is within the boundaries of at least one defined Nonattainment Pollutant Standard geographic area where the current status for all geographic areas is “Maintenance”. A “Maintenance” status indicates that air pollution levels do not persistently exceed the U.S. National Ambient Air Quality Standards (NAAQS). This does not indicate whether the facility has violated national ambient area quality standards. This does not indicate whether the facility has violated national ambient area quality standards.
Displays the NAAQ Standards that apply to the nonattainment area(s), in nonattainment status, which the facility is located in. The complete list and descriptions of nonattainment area standards are provided in the EPA Green Book GIS Download.
Displays the NAAQ Standards that apply to the non attainment area(s), in maintenance status, which the facility is located in. The complete list and descriptions of nonattainment area standards are provided in the EPA Green Book GIS Download.
Displays the air pollutants applicable to the nonattainment area(s) in “nonattainment” status.
Displays the air pollutants applicable to the nonattainment area(s) in "maintenance" status.
Indicates if a facility has reported total air emissions to TRI in the most recent reporting year. There are four possible values:
- C - Current reporter
- P - Past reporter
- B - Both present and past
- NULL - None of the above, never a TRI Reporter
Toxics Release Inventory (TRI) chemical releases represent the total chemical releases to air, in pounds, as reported to TRI by the facility for the most recent reporting year.
Chemical release information from the TRI is provided for each reporting facility. Data are for information purposes only and do not indicate any association with other sections of this report. Chemical releases are not a measure of compliance as the reported releases are typically permissible under current laws.
Current TRI Carcinogen Releases (lb/year) (YYYY) [FacTRICarcAIRReleases]
The pounds of chemicals considered to be carcinogens released to air, as reported to TRI for the most recent reporting year. Chemicals are classified as carcinogens under the requirements of the Occupational Safety and Health Administration (OSHA). For more information, see TRI Basis of OSHA Carcinogens (PDF).
Current TRI HAPS Releases (lb/year) (YYYY) [FacTRIHapsAIRReleases]
The pounds of chemicals classified as hazardous air pollutants (HAPS) released to air in pounds per year, as reported to TRI for the most recent reporting year.
The amount of hazardous air pollutants released to air in tons per year, as reported in the most recent National Emissions Inventory (NEI).
The annual sum of total release amounts and "associated quantities" of all linked Greenhouse Gas IDs from the Office of Air and Radiation "Summary 2010 Greenhouse Gas Data." Units are reported as metric tons of CO2 equivalents per year (MTCO2e/year). Data are for informational purposes only and do not indicate any association with other sections of this report.
Local Water Bodies
The Hydrologic Unit Code (HUC-12) of the water body in which the facility resides, derived based on location data in FRS. A HUC is a nationally unique and permanent identifier for the water body, assigned by the U.S. Geological Survey. The code consists of twelve digits which correspond to six levels of classification:
- Region (first-level, 2-digit HUC)
- Subregion (second-level, 4-digit HUC)
- Accounting unit (third-level, 6-digit HUC)
- Cataloguing unit (fourth-level, 8-digit HUC)
- Watershed (fifth-level, 10-digit HUC)
- Subwatershed (sixth-level, 12-digit HUC)
The name of the water body (HUC-12) in which the facility is located, derived based on location data in FRS. A water body is a geographically defined portion of navigable waters, waters of the contiguous zone, and ocean waters under the jurisdiction of the United States, including segments of rivers, streams, lakes, wetlands, coastal waters and ocean waters.
Displays "Y" if the facility is located within the Chesapeake Bay Watershed.
View Facility Summary Information
Once facility-level data are displayed (Data Table view or 500 or fewer results in Interactive Map view), the facility summary panel becomes visible. Upon clicking in a table row (or on a map pin), the Facility Summary panel will expand (or update) to present a brief overview of the selected facility’s compliance information. The facility name and street address are displayed at the top of the panel. A miniature map zoomed in on the selected facility is shown below the name and address.

- Violation Status
- Classification
- Date of Last Full Compliance Evaluation
