As described in detail on the primary Search Results Help home page, the Search Results page presents results that meet the search criteria specified. ECHO includes hazardous waste handler and compliance and enforcement data. Other data associated with the hazardous waste program are available from RCRAInfo Web. Information and data specific to the Hazardous Waste facility search is described below, including:


 Customize the Data Table

ECHO data are initially aggregated at the state, county or ZIP code level when viewing results with the interactive map. The level of aggregation is dynamically scaled based on the number of results returned to maximize the number of points on the map. The following counts are provided:

  • Number of Facilities
  • Facilities with Current Violations
  • Facilities with Significant Violations
  • Facilities with Violations (3 years)
  • Facilities with Informal Enforcement Actions (5 years)
  • Facilities with Formal Enforcement Actions (5 years)
  • Facilities with Compliance Monitoring Strategy Activity (5 years)
  • Facilities without Compliance Monitoring Activity (5 years)
Once 500 or fewer results are found when viewing results with the interactive map, the data table presents facility-level information.
When you choose Data Table view from the search form, ECHO displays 500 table rows at a time and additional results are paginated. In Data Table view, total search results are limited to 100,000 or fewer records. An indication of how many results are returned and which set of results are in view is provided at the bottom of the table. Results are presented in tabular format in the data table (sorted by FRS ID by default) and initially include the following columns of data (click on the links below to jump to the Results Guide for detailed descriptions of each):

Results Guide

The search results present data from several EPA data sources. Read About the Data for more information on each data source and when the data were last updated in ECHO. See the Known Data Problems page for important notifications about data quality. 

Key Terms

"Violation," "noncompliance," "significant noncompliance," and "high priority violation" are all terms used by the ECHO website to describe the facility’s status in regard to compliance with the law. In many cases, these terms reflect determinations made by EPA or states when conducting compliance monitoring activities or reviewing facility self-reports. These determinations assist the government in tracking resolution of violations through the enforcement process and do not necessarily represent a final adjudication by a judicial or administrative body. In such cases, these characterizations should be considered alleged violations.

Data fields included in the search results are described below. The results page field name is listed in bold and the data download file field name is listed [within brackets in italics].

Facility Information

Facility Name  [RCRAName]

Company or permit holder name, as maintained by each data system. The facility name may differ across EPA databases due to differences in reported information, change in ownership, use of parent or subsidiary name, etc.

RCRA ID [SourceID] 

A unique 12-character ID assigned for each record/permit/site/facility within the RCRAInfo database. This identifier is used to track waste handlers subject to the Resource Conservation and Recovery Act (RCRA). The ID may contain both letters and numbers and often begins with the two-letter abbreviation for the state in which the facility is permitted.

Mapped [FacMapFlg] 

Graphical indicator denoting whether geographical data required to map a facility are available. A gray pin denotes a facility without valid spatial coordinates.

Street Address (Address, City, County [Program System], County [FRS], State, State District, and ZIP Code) [RCRAStreet, RCRACity, RCRACounty, FacStdCountyName, RCRAState, RCRAStateDistrict, RCRAZip] 

Street address, city, county, state, RCRA state district, and ZIP code where facility is located, as maintained by each data system. Certain data systems also maintain mailing address information, which is not used in this report. The street address may differ across EPA databases due to differences in reported information (e.g., use of mailing address), change in ownership, use of parent or subsidiary address, etc. The search logic includes results that match specified address criteria in any source database. The address displayed in the search results table reflects information in the Facility Registry Service (FRS) database. 

Facility Information (FRS) ID [RegistryID] 

Facility Information included on this page is associated with a particular Facility Registry Service (FRS) ID. FRS uniquely identifies a facility by assigning a 12-digit identification number (FRS ID), and uses this FRS ID to link together all regulatory program database records (such as permit IDs and facility IDs that facilities use in reporting to EPA).

Reports [Excluded from download] 

An indicator of additional ECHO reports that are available and accessible by clicking on the corresponding icons. The Reports Legend provides descriptions of each report icon.

EPA Region [RCRAEPARegion] 

The EPA region where the facility is located. EPA has 10 regional offices that execute programs within several states and territories.

Federal Agency Name [FacFederalAgencyName] 

If the facility is part of a Federal Agency, the federal agency's name is displayed

RCRAInfo Land Type Code [RCRALandTypeCode] 

The ownership designation of the land the facility is located on. Land types include Federal, State, Municipal, Indian, Private, Not Indian/Unknown.

RCRAInfo Operator Type [Operator_Type] 

The type of entity that operates a facility or part of a facility. Operator types include County, District, Federal, Tribal, Municipal, Other, Private, State.

RCRAInfo Owner Type [Owner_Type] 

The type of entity that owns a facility or part of a facility. Owner types include County, District, Federal, Tribal, Municipal,  Other, Private, State. 

HUC (Watershed Code) [FacDerivedHuc] 

The Hydrologic Unit Code (HUC) of the watershed in which the facility resides. A HUC is assigned to every watershed in the nation and uniquely identifies the watershed.

State County FIPS Code [FacFIPSCode] 

The Federal Information Processing Standards (FIPS) code to identify the county that a facility is located in.

Near US-Mexico Border [FacUsMexBorderFlg] 

A "Y" is displayed for facilities within 100 km of the US-Mexico border.

SIC Code [FacSICCodes] 

Indicates the facility’s or permit's primary Standard Industrial Classification (SIC) Code. The SIC code describes the primary activity of the facility. The first two digits in the code define a major business sector; the last two digits denote a facility's specialty within the major sector. SIC Lookup.

NAICS Code [RCRANAICS] 

Indicates the facility’s or permit's primary North American Industry Classification System (NAICS) Code. The NAICS Code has replaced the U.S. Standard Industrial Classification (SIC) system. The system was developed to give special attention to developing production-oriented classifications for (a) new and emerging industries, (b) service industries in general, and (c) industries engaged in the production of advanced technologies.

NAICS industries are identified by a 6-digit code. The first two digits represent the Industry sector, in which there exist 20 broad sectors. The third digit represents industry subsector, the fourth digit represents industry group, the fifth digit represents industry, and the sixth digit is U.S., Canadian, or Mexican National specific.  NAICS Lookup.

Latitude/Longitude [FacLat, FacLong] 

Displays the latitude and longitude of the facility or permit holder, as maintained in the program data system.

Universe [RCRAUniverse] 

Indicates the type of hazardous waste activity at the facility, including Legacy and Operating Treatment, Storage and Disposal Facility (TSDFs), as well as Large Quantity Generator (LQG), Small Quantity Generators (SQG), Very Small Quantity Generator (VSQG), and Transporters.

Last Notification Date [ReceiveDate] 

The most recent notification date the RCRA handler alerted RCRAinfo to a change in generator status.

Notification Source Type [SourceTypeName] 

Indicates how the RCRA handler notified RCRAinfo.

  • Part A - Indicates that the site is and/or is planning to treat, store, or dispose of hazardous waste on-site in a unit that is not exempt from obtaining a hazardous waste permit.
  • Annual/Biennial Report update with Notification
  • Deactivation - Indicates that the site is no RCRA regulate or State regulated Subtitle C hazardous waste activity is being conducted at the site or will be conducted at the site.
  • Emergency - Indicates that the site is regulated as the result of a waste generation situation that was unforeseen, uncontrollable, and short-term, and not expected to exceed 30 days.
  • Implementer
  • Electronic Manifest Broker - Indicates that the site is obtaining an EPA Identification number to create and broker manifest transactions for handlers of hazardous waste.
  • Notification - Indicates that the site's waste activity is regulated under Subtitle C of the Resource Conservation and Recovery Act and the rules promulgated pursuant to the Act of the site is an eligible academic entity opting into 40 CFR 262 Subpart K or the site will begin managing hazardous secondary material under 40 CFR 261.2(a)(2)(ii), 40 CFR 261.4(a)(23), (24), or (25).

TSDF Sub-Universe [tsdf] 

Indicates the type of activity at a Treatment, Storage and Disposal Facility (TSDF).

Activity Status [RCRAStatus] 

Indicates whether the site is active or inactive. This designation is based on the information currently in the Agency's RCRAInfo database, that there may/may not be an activity on a site that could be subject to the Resource Conservation and Recovery Act, Subtitle C, or to a state's authorized hazardous waste program. This designation has no legal significance and does not constitute a legally enforceable or binding determination about the status of a particular site or the obligations of an owner or operator.


Regulatory Programs

ICIS-Air IDs [AIRIDs] 

Displays all ICIS-Air IDs associated with a Facility Registry Service (FRS) ID. A unique 10-digit ID assigned for each stationary source in the national program database, ICIS-Air.

NPDES IDs [CWAIDs]

Displays all NPDES IDs associated with a Facility Registry Service (FRS) ID. A unique 9-character ID assigned for each permit within the National Pollutant Discharge Elimination System (NPDES) program. The ID may contain both letters and numbers and often begins with the two-letter abbreviation for the state in which the facility is permitted.

RCRA IDs [RCRAIDs]

Displays all RCRA IDs associated with a Facility Registry Service (FRS) ID. RCRA IDs are unique 12-character IDs assigned for each record/permit/site/facility within the RCRAInfo database. This identifier is used to track waste handlers subject to the Resource Conservation and Recovery Act (RCRA). The ID may contain both letters and numbers and often begins with the two-letter abbreviation for the state in which the facility is permitted.

RMP IDs [RmpIDs] 

Displays all Risk Management Plan (RMP) IDs associated with a Facility Registry Service (FRS) ID. RMP IDs are unique IDs assigned for each facility covered under the RMP Rule.

SDWA IDs [SDWAIDs]

Displays all SDWA IDs associated with a Facility Registry Service (FRS) ID. A unique 9-character ID assigned for each public water system within the Safe Drinking Water Information System (SDWIS). These identifiers are for used tracking purposes in the individual data systems. The ID may contain both letters and numbers and often begins with the two-letter abbreviation for the state in which the facility is permitted.

SEMS IDs [SemsIDs]

A unique ID assigned for each site or facility within the Superfund Enterprise Management System (SEMS). These identifiers are for used tracking purposes in the individual data systems.

TRI IDs [TRIIDs]

Displays all TRI IDs associated with a Facility Registry Service (FRS) ID. A unique 15-character ID assigned for each facility within the Toxics Release Inventory (TRI) program. The format is ZZZZZNNNNNSSSSS, where ZZZZZ = ZIP code, NNNNN = the first 5 consonants of the name, and SSSSS = the first 5 non-blank non-special characters in the street address. These identifiers are for used tracking purposes in the individual data systems.

EJ Indexes At or Above 80th Percentile (US – Block Group)[EjscreenFlagUs] 

Displays “Yes” if the environmental justice (EJ) indexes are at or above the 80th national percentile for the Census block group that the facility is located in. Displays “No” if the EJ Indexes are below the 80th national percentile. Note that use of this field does not designate an area as an “EJ community” or “EJ facility.” EJScreen provides screening level indicators, not a determination of the existence or absence of EJ concerns. Count of EJ Indexes At or Above 80th Percentile (US – Block Group)[Over80CountUs] 

Displays a count of environmental justice (EJ) indexes at or above the 80th national percentile for the Census block group that the facility is located in. An "I" indicates the facility is in Indian country, a "T" indicates the facility is in US territories, and the count of indexes is zero. Note that use of this field does not designate an area as an “EJ community” or “EJ facility.”

All EJ Indexes (US – Block Group) 

Displays the national percentile for each of the 13 environmental justice (EJ) indexes for the Census block group that the facility is located within. These indexes are based on a calculation of housing units built before 1960, based on Census and American Community Service (ACS) data. Count of EJ Indexes At or Above 80th Percentile (US – 1-mile maximum) 

Displays a count of environmental justice (EJ) indexes at or above the 80th national percentile for the Census block group within a 1-mile radius of the facility. Population Density (3 mi) [FacPopulationDensity] 

The number of persons per square mile in the profiled area. The ratio of total persons (displayed in the Total Persons field) to total land area (displayed in the Land Area field).

Percent People of Color (3 mi) [PercentPeopleOfColor] 

Percent People of Color is the percentage of the population of the given area that consists of people of color. The field is calculated by subtracting the number of persons who are white (and not of Hispanic origin) from the total persons. This number is then divided by the total persons and multiplied by one hundred to determine the percentage.

Percent Low Income (3 mi) [PercentBelowLowincome3mile] 

Percent Low Income is the percentage of the population of the given area that has an income less than two times the poverty level, based on the 2015-2019 ACS 5-Year Summary.

Statistics are shown for the area within a 3-mile radius of each facility. The radius is measured from the best available lat/long coordinate. Users should be aware that demographic data are derived based upon the reported latitude and longitude of the facility or permit holder. Surrounding populations and other statistics were estimated by retrieving the data for Census block groups within three miles of each facility.

FRS Tribal Land Code [FacIndianCntryFlg] 

Displays “Y” if a facility is flagged as being located in Indian Country, based on information from the EPA's Facility Registry Service (FRS). Displays “N” if a facility is not located in Indian Country.

RCRAInfo Indian Land Type Code [RCRAIndianCntryFlg] 

Displays “Y” if a facility is flagged as being located in Indian Country, based on information from the EPA's Resource Conservation and Recovery Information (RCRAInfo) system. Displays “N” if a facility is not located in Indian Country.

Within Spatial Tribal Boundary [FacIndianSpatialFlg] 

Displays “Y” if a facility is located within 25 miles of a tribal spatial boundary as defined by the U.S. Census Bureau tribal boundary layer data for tribes in the lower 48 states and Bureau of Land Management Alaska State Office data for tribes in Alaska. Displays “N” if a facility is not located in Indian Country. Data Quality Caveat.

FRS Spatially Derived Tribe [FacDerivedTribes] 

The tribes or tribal territories located within 25 miles of the facility's location. EPA compares the facility location in its Facility Registry Service to the U.S. Census Bureau tribal boundary layer data for tribes in the lower 48 states and Bureau of Land Management Alaska State Office data for tribes in Alaska. The tribal boundary locations identified are suitable only for general spatial reference and do not necessarily reflect EPA's position on any Indian country locations or boundaries, or the land status of any specific location. Data Quality Caveat.

Compliance Monitoring Activities

Compliance Monitoring Strategy Activity (5 years)* [RCRAInspCnt] 

The number of compliance evaluations, under the corresponding statute, occurring at the facility within the last five years. The last five years include data from the twenty most recently completed quarters, plus data from the current quarter up until the refresh date. This count only includes compliance monitoring types that are included in the RCRA Compliance Monitoring Strategy (CMS), which provides minimum frequencies goals for compliance monitoring activities that, from a national perspective, the EPA believes constitute a strong and balanced compliance monitoring program. A state may be under an Alternative CMS plan that includes one or more compliance monitoring commitments that deviate from the national goals stated in the RCRA CMS.  Days Since Last Compliance Monitoring Strategy Activity*  [RCRADaysLastInspection]

Indicates the number of days since the most recent compliance monitoring strategy activity of the facility. Compliance monitoring activities listed within the last five years are included.

Date of Last Compliance Monitoring Strategy Activity* [RCRALastInspectionDate, RCRALastInspDateEPA, RCRALastInspDateState] 

The date on which the most recent compliance monitoring strategy activity of the facility took place. "Date of Last Compliance Monitoring Strategy Activity (EPA)" and "Date of Last Compliance Monitoring Strategy Activity (State)" indicate the last compliance monitoring date by EPA and the state environmental agency, respectively.

Date of Last Record Review [DateLastRecordReview] 

The date on which the most recent Financial Record Review (FRR) or Non-Financial Record Review (NRR) took place.

* Notes regarding Hazardous Waste Compliance Monitoring Activities - these activities tend to take place on-site: CAC - Corrective Action Compliance Evaluation, CDI - Case Development Inspection, CEI - Compliance Evaluation Inspection, CSE - Compliance Schedule Evaluation, FCI - Focused Compliance, FUI - Follow-Up Inspection, GME - Groundwater Monitoring Evaluation, and OAM - Operation and Maintenance Inspection. These columns exclude: CAV - Compliance Assistance Visit, FRR - Financial Record Review, FSD - Facility Self Disclosure,  NIR - No 3007 Information Request Received, and NRR - Non-Financial Record Review types. Financial Record Reviews and Non-Financial Record Reviews are evaluations of compliance, but they typically take place in the regulatory agency office. Compliance Status

Compliance Status [RCRAComplStatus] 

An indication of the facility's current compliance status under the Resource Conservation and Recovery Act.

SNC Status [RCRASNC] 

Yes: Indicates that the facility is currently designated in Significant Noncompliance (SNC) under RCRA. A RCRA site is considered to be in Significant Noncompliance in the most recent compliance quarter of record when there is actual exposure or a substantial likelihood of exposure to hazardous waste/constituents, the facility is a chronic or recalcitrant violator; or a substantial deviation occurred from the terms of a permit, order, agreement or RCRA statutory or regulatory requirements.

No: Indicates that the facility is not in SNC under RCRA.

Quarters with Noncompliance (3 years) [RCRAQtrsWithNc] 

Count of the number of quarters, out of the last twelve quarters, in which the permit or site is considered either with violations, in noncompliance (NC) status, or in Significant Noncompliance (SNC). A quarter is any of the following 3-month calendar periods: January-March, April-June, July-September, or October-December. Violation Types [RCRAViolationTypes]

Count of the number of quarters, out of the last twelve quarters, in which the permit or site is considered in Significant Noncompliance (SNC). A quarter is any of the following 3-month calendar periods: January-March, April-June, July-September, or October-December. Date of Oldest Open Violation [RCRAOldestOpenVioDate] 

The beginning date (MM/DD/YYYY) of the oldest open violation under RCRA.


Enforcement Actions

There are many enforcement action types (also called "tools") available to EPA enforcement and compliance assurance programs. Some tools are used to notify regulated entities regarding potential violations (e.g., Warning Letter, Notice of Non-Compliance). Others are used to advise regulated entities of an impending enforcement action and invite settlement (e.g., Notice of Violation, Show Cause Letter, Pre-Filing Notice Letter, and Notice of Intent to File an Administrative Complaint). Others are the actual enforcement action (e.g., Administrative Penalty Order, Administrative Compliance Order).

Informal Enforcement Actions (5 years) [RCRAIeaCnt] 

Indicates the total number of informal enforcement actions taken against the facility within the last five years. Note that unofficial informal action types are not included in the total count.

Formal Enforcement Actions (5 years) [RCRAFeaCnt] 

Indicates the total number of enforcement actions taken against the facility within the last five years. This count only includes enforcement actions that have been entered in the national program databases (RCRAInfo).

A "--" indicates that the database shows no formal EPA or state enforcement action. Note that enforcement actions that are in process are not publicly available. For more information, continue to check this site for updates (monthly). The relevant state environmental agency also may have additional information. Also note that all violations do not receive formal enforcement actions. Violations that are minor, short in duration, or quickly corrected by the facility may not warrant formal enforcement action.

Date of Last Penalty [RCRALastPenaltyDate] 

Indicates the date on which the most recent assessed (or final) penalty was taken against the facility within the last five years. This measure only includes penalties that have been entered in the program databases (RCRAInfo). This count does not include proposed penalties in RCRAInfo or the cost of Supplemental Environmental Projects (SEPs).

TRI On-Site Land Disposal (YYYY) [FacTRIOnSiteReleases] 

The amount, in pounds, of on-site land disposal the facility reported to the Toxics Release Inventory for the most recent reporting year. Land disposal includes all the chemicals disposed on land within the boundaries of the reporting facility.

TRI On-Site Land Disposal Pollutants (YYYY) [ChemNamesREILand] 

The names of the pollutant(s) disposed on land within the boundaries of the reporting facility, as reported to the Toxics Release Inventory for the most recent reporting year. 

TRI Off-Site Chemical Transfers (YYYY) [FacTRIOffSiteTransfers] 

The amount, in pounds, of off-site transfers the facility reported to the Toxics Release Inventory for the most recent reporting year.


Local Water Bodies

12-Digit WBD HUC (FRS Derived) [FacDerivedWBD] 

The numeric identifier of the water body in which the facility is located, based on the latitude and longitude in FRS. The HUC is a nationally unique and permanent identifier for the water body assigned by the U.S. Geological Survey.

WBD Subwatershed Name (FRS Derived) [FacDerivedWBDName] 

The name of the water body (HUC-12) in which the facility is located, based on the latitude and longitude in FRS. A water body is a geographically defined portion of navigable waters, waters of the contiguous zone, and ocean waters under the jurisdiction of the United States, including segments of rivers, streams, lakes, wetlands, coastal waters and ocean waters.

Impaired Water Body [RCRAImpWaterFlg] 

Displays "Y" if the facility is linked to a NPDES ID, that based on spatial coordinates, may directly discharge into category 4 or 5 impaired waters, as designated under section 303(d) of the Clean Water Act. Impaired waters are waters that are too polluted or otherwise degraded to meet the water quality standards set by states, territories, or authorized tribes.

Chesapeake Bay Flag [ChesapeakeBayFlag] 

"Y" indicates that the facility is located within the Chesapeake Bay watershed.


 View Facility Summary Information

Once facility-level data are displayed (Data Table view or 500 or fewer results in Interactive Map view), the facility summary panel becomes visible. Upon clicking in a table row (or on a map pin), the Facility Summary panel will expand (or update) to present a brief overview of the selected facility’s compliance information.

The facility name and street address are displayed at the top of the panel. A miniature map zoomed in on the selected facility is shown below the name and address. Below that map, the following facility data are displayed:

  • Days Since Last Compliance Monitoring Strategy Activity
  • Quarters with Violation (3 years)
  • Formal Enforcement Actions (5 years)

The Detailed Facility Report for the selected facility can be accessed by clicking the “More Facility Details " link on the bottom right of the panel. The Detailed Facility Report presents a concise enforcement and compliance history for a selected facility.
